ON MAY DAY 2011

Workers, women and men,

We honour and celebrate May Day 2011 at a crucial period. At a period of aggressive imperialism, anti-labour policies and at a time when the global capitalist system is in a deep and multifaceted economic crisis of the system itself. This crisis is expressed in all sectors: in the economy, the environment, the quality of life, culture and climate change. Crises are in the DNA of capitalism and for this reason they come over and over again. It is impossible for capitalism to solve the problems of the peoples of the world.
In the eastern Mediterranean, the Middle East, the North Africa the dangerous developments, the conflicts and the competition between the various imperialist compounds are targeting the petroleum of Libya, the natural gas of the countries in North Africa and the control of strategic points rich in raw materials. We have seen the military aggression of the imperialists against Libya. In Swaziland the government responded brutally against the peaceful demonstrations by its own citizens, demanding a democratic government to rule in the genuine interests of all the citizens of that country.  In Algeria, the regime showed once again its true face with the state violence used against the demonstration of the Algerian people against the poverty, the rising unemployment and the high prices of the daily essentials, the lack of freedom and the rising oppression. In Egypt, we have seen the people struggling for democracy, freedom and justice against the policy and tactics of the USA, trying to control the developments and to place their new tools, their new puppets in the leadership of the Egyptian State. In Tunisia, the growth goes hand in hand with the complete lack of freedom, the persecution of progressive people and every other voice of contradiction, the poverty, the high unemployment rate, the social injustice and the high prices of the daily essentials.
In the Middle East the torment of the heroic Palestinian, Lebanese and Syrian peoples continue by Israel, with the substantial support of the USA, the European Union and its allies. In Bahrain, the government declared a martial law against the people and working class of Bahrain, who are struggling for democracy, freedom and justice and to stop the plundering of the resources of the country by capitalists, kings and emirs.
In Asia the picture is no better: in Iraq, Afghanistan and Pakistan, the USA and the European imperialists are continuing their occupation and military operations. The deadly floods in Pakistan and the deadly tsunami in Japan are another proof that the people of the world are unprotected against the natural phenomena, despite the technological breakthrough.
In the USA the situation is also complicated. In North America, unemployment and poverty are growing. The official unemployment rate in the U.S. is currently 9.5% - 10.2 million Americans are now receiving unemployment benefits.
Latin America feels the aggressiveness of North America. Slander and attacks against the heroic Cuban Revolution, attacks against Venezuela, Bolivia, Ecuador, the occupation in Haiti, support for the dictatorship in Honduras. In Colombia, in the last five years, hundreds of trade unionists have been assassinated and the country is being transformed into an American military base. In Chile, the tragic accident occurred at San Jose mine and the crime committed against the miners. In Brazil, the devastating floods caused death to innocent lives.
But also in Europe, capitalism creates and multiplies the problems. Unemployed workers in the countries of the European Union number millions. In Europe, the official unemployment rate has reached 9.3%, with unemployment having risen at 20.7% for young workers between the ages 15-24. Privatizations, the undermining of social security and the reduction of wages and pensions are a common strategy of all the European Governments, both neoliberals and socialdemocrats. The Lisbon Treaty shows the reactionary attitude and the real role of the European Union.
To this policy of the capital and the imperialists, the global working class is responding with initiatives and struggles all over the world. Millions of strikers with the participation of youth, women and migrant workers have provided a new dynamic and fresh hopes.
The WFTU has always been ahead in the front line of struggle! There is no corner of the world where the WFTU has not been present, standing on the side of the weak, always on the side of the peoples, alongside with the working class, in the struggles against capitalist exploitation.
We strengthen the international class-oriented trade union movement on the path indicated by the 16th Congress of WFTU. The decisions of this historic Congress that took place in Athens, Greece on the 6-10 April 2011 open new roads, new horizons and new prospects for the global working class.
During the four days of the congress works that followed, 115 speakers from the five continents and the basic sectors took the floor. All the acute, contemporary problems of the working people, the poor farmers, the self-employed, the youth, the women, the pensioners and the landless were discussed. Resolutions that strengthen the class-oriented character of the WFTU and aim for the strengthening of the international trade union movement have been voted.
Today WFTU is stronger, more militant, more united, more capable to continue the struggle with class unity and a militant perspective, against the policies of the monopolies and the multinationals that create poverty for the many and big profits for the few. For a World without exploitation from man to man.

అమెరికా అప్పు 14 లక్షల కోట్ల డాలర్లు. చేస్తున్న ప్రతి వంద డాలర్ల ఖర్చుకు 40 డాలర్లను అప్పుదెచ్చుకోకపోతే గడవటం లేదు. దీన్ని తగ్గించుకోకపోతే రానున్న రోజుల్లో సమస్యలు వస్తాయి. అప్పు తగ్గాలంటే సంక్షేమ చర్యలకు కోత తప్ప ధనికులపై భారం మోపటానికి అక్కడి పాలకవర్గం ససేమిరా అంటోంది. అక్కడి జనాభాలో పైన ఉన్న ఒకశాతం మంది నాల్గోవంతు దేశ సంపదను కలిగి ఉన్నారు. ఎం కోటేశ్వరరావు
ప్రపంచ భవిష్యత్‌కు స్వేచ్ఛా మార్కెట్‌, స్వేచ్చా ఆర్థిక వ్యవస్థ మంచి విధానం అని మీరు అంగీకరిస్తారా అని గ్లోబ్‌ స్కాన్‌ అనే సంస్థ 25 దేశాలకు చెందిన వారిని ప్రశ్నించింది. సర్వే వివరాలను ప్రకటించిన దాని అధిపతి డగ్‌ మిల్లర్‌ మాట్లాడుతూ మేం అనుకున్నట్లుగానే తమ ప్రశ్నకు అంగీకారం తెలిపిన వారిలో అమెరికన్లు చివరి స్థానంలో ఉన్నారని చెప్పారు. తొమ్మిది సంవత్సరాల క్రితం ఇదే ప్రశ్న వేసినపుడు 80శాతం మంది అమెరికన్లు అవునని చెప్పగా గతవారంలో ఆ సంఖ్య 59కి పడిపోయింది. వారిలో కూడా గట్టిగా అవునన్నవారు 37శాతం అయితే 22 శాతం మంది అవునని,కాదని చివరకు అవునన్నారట. మరొక విశేషమేమంటే మరొక సర్వేలో పదిశాతం మంది అమెరికన్లు నైతికంగా తమ పెట్టుబడిదారీ విధానం కంటే కమ్యూనిజమే మంచిదని అభిప్రాయపడుతున్నారని వెల్లడైంది. మరో పదిశాతం మంది పెట్టుబడిదారీ విధానం కంటే కమ్యూనిజం గొప్పదని చెప్పలేమన్నారట. అంటే అమెరికాలో 20శాతం మంది పెట్టుబడిదారీ విధానం సరైనది కాదని అభిప్రాయపడుతున్నారని చెప్పవచ్చు. అమెరికన్ల ఆలోచనలో ఈ మార్పు ఎలా వచ్చింది? కారణాలేమిటి?
అమెరికా బడ్జెట్‌పై పార్లమెంట్‌లో ప్రతిపక్ష అధికార పార్టీలు తర్జన భర్జనలు పడ్డాయి.ఈనెల ఎనిమిదవ తేదీలోగా బడ్జెట్‌ ఆమోదం పొందక పోతే(మనకు మార్చి31) మొత్తం ప్రభుత్వమే మూతపడుతుందని జనాన్ని భయపెట్టారు. అందుకుగాను ఏదోఒకటి చేయాలన్నట్లుగా ఫోజు పెట్టి చివరకు తామనుకున్న 38.5 బిలియన్‌ డాలర్ల కోతను ఆమోదించారు. దీనివలన ప్రధానంగా నష్టపోయేది కార్మికులు, విద్యార్ధులు, వైద్యబీమా లేని పిల్లలు, పేదవారు. నిజానికి గడువులోగా బడ్జెట్‌ను ఆమోదించకపోతే ఏమౌతుంది? ఏమీ కాదని 1995లో అమెరికా ఉదంతమే నిరూపించింది. అప్పుడు జరిగిన దానిని బట్టి కార్మికులు, ఉద్యోగుల వేతనాలు మాత్రమే నిలిచిపోతాయి. విదేశాల్లో అమెరికన్లు చేస్తున్న యుద్ధాలకు, చేస్తున్న కుట్రలకు, గూఢచర్యానికి ఎలాంటి నిధుల ఆటంకం ఉండదు. అయినా యుగాంతం అవుతుందన్న రీతిలో మీడియా బూతద్దంలో చూపింది. ఒక్కటి మాత్రం జరగటం ఖాయం బడ్జెట్‌ను సకాలంలో ఆమోదించకపోతే ఒబామా సర్కార్‌ సామర్ధ్యంపై మదుపుదార్లకు నమ్మకం పోతుంది. రాజకీయంగా ఆయన పరువు మిసిసిపీ నదిలో కలుస్తుంది. ఇంతకు మించేమీ కాదు. దీనికి ముందు అధికార పక్షంలోని కొందరు ఎంపీలు, ఇతర అభ్యుదయ వాదులు 'ఒక ప్రజా బడ్జెట్‌'ను ప్రతిపాదించారు.
దాని ప్రకారం ధనికులపై కొద్దిగా పన్నులను పెంచి, ఆయుధాలు, యుద్ధాలపై చేస్తున్న ఖర్చును తగ్గిస్తే 2021 నాటికి లోటు బడ్జెట్‌ పోయి మిగులుతుందని, రుణ భారం జిడిపిలో 65శాతానికి తగ్గుతుందని పేర్కొన్నారు. అమెరికా భద్రత విషయంలో ఎలాంటి రాజీ పడకుండానే 2013 నుంచి అత్యవసర యుద్ధ నిధిని నిలిపివేస్తే 1.6లక్షల కోట్ల డాలర్లను పొదుపు చేయవచ్చని, ఇరాక్‌, ఆఫ్ఘన్‌ యుద్ధాలను విరమించి, సాధారణ మిలిటరీ కార్యకలాపాలకు పరిమితం కావాలని ప్రతిపాదించారు. కానీ అమెరికాలో మార్పుకోసం తీర్పిమ్మని గద్దెనెక్కిన డెమోక్రాట్‌ బరాక్‌ ఒబామా రిపబ్లికన్‌ అధ్యక్షులైన రీగన్‌, జూనియర్‌ బుష్‌ బూట్లలో కాళ్లు పెట్టి నడుస్తున్నట్లు తాజాగా బడ్జెట్‌ ఆమోదానికి ప్రతిపక్షంతో రాజీ పడిన తీరు వెల్లడించింది. బుధవారం నాడు జార్జి వాషింగ్టన్‌ విశ్వవిద్యాలయంలో ఉపన్యసిస్తూ తన చర్యను పూర్తిగా సమర్ధించుకున్నాడు. వర్తమాన ఆర్థిక సంక్షోభ సమయంలో పేద, మధ్యతరగతిని ఫణంగా పెట్టి కార్పొరేట్ల సేవలో ఒబామా తరించటమే అమెరికన్లలో పైన పేర్కొన్న మార్పుకు కారణం అని వేరే చెప్పనవసరం లేదు. తాజా బడ్జెట్‌ కోతలను గమనించిన తరువాత ఈ మార్పు మరింత వేగం అవుతుందని వేరే చెప్పనవసరం లేదు. సామాన్యులను గాలికి వదలి ధనికుల సేవలో తరించిన మధ్యప్రాచ్య దేశాలలో జనం ఏ విధంగా తిరగబడుతున్నారో ప్రపంచంలో ఇతరులతో పాటు అమెరికన్లూ వీక్షిస్తున్నారు. తమ కర్తవ్యాన్ని నిర్ణయించుకోవటానికి ఈ పరిణామాలెంతగానో దోహదం చేస్తాయని వేరే చెప్పాలా? విస్కాన్సిన్‌ రాష్ట్రంలో జరిగింది అదే. అది ఆరంభం మాత్రమే.
ఈ ఏడాది అమెరికా బడ్జెట్‌ చర్చ సందర్భంగా వర్తమాన సంవత్సరంలో ఎంత మేరకు కోత పెట్టాలనే అంశంతో పాటు రానున్న పది సంవత్సరాలలో కోత ఎంత ఉండాలనే అంశం కూడా ముందుకు వచ్చింది. అధికారంలో ఉంది డెమోక్రాట్లయినా ప్రతిపక్ష రిపబ్లికన్లు ప్రతిపాదించిన కోతలకు అధికార పక్షం, అధ్యక్షుడు అంగీకారం తెలపటం గమనించాల్సిన అంశం. అయితే తమ పరువు నిల్పుకోవటానికి, వచ్చే ఏడాది ఎన్నికలలో గెలవటానికి ఒబామా కూడా జిమ్మిక్కులకు పాల్పడ్డారు. వాటిలో ఒకటేమిటంటే రిపబ్లికన్లు పదేళ్లలో 4.4లక్షల కోట్ల డాలర్లమేరకు బడ్జెట్‌లోటును తగ్గించాలంటే తాను వారి మెడలు వంచి నాలుగు లక్షల కోట్లకు వప్పించానని చెప్పుకోవటం. ఈ ఏడాది కోతను కూడా వారు ప్రతిపాదించిన దాని కంటే తగ్గించానని తనను తానే అభినందించుకున్నాడు. అధ్యక్ష భవనం తన వెబ్‌సైట్లలో కోతల వివరాలను వెల్లడించింది. దాని ప్రకారం రానున్న 12 సంవత్సరాల్లో మిలిటరీఖర్చు 400 బిలియన్‌ డాలర్లను తగ్గించాలని ప్రతిపాదించగా ఇదే సమయంలో విద్య, ఆరోగ్య ఖర్చును 770 బిలియన్‌ కోట్లు తగ్గిస్తారు. ఇప్పటికే విద్యాపరంగా సాధారణ అమెరికన్లు ప్రపంచంలోని అనేక ఇతర దేశాలకంటే ఎంతో వెనుకబడి ఉన్నారని నోబెల్‌ బహుమతి పొందిన ఆర్థికవేత్త జోసెఫ్‌ స్టిగ్లిజ్‌ వ్యాఖ్యానించిన పూర్వరంగంలో ఈ కోతలతో మరింతగా దిగజారటం ఖాయం. గతేడాది ఒబామా సర్కార్‌ వైద్యరంగంలో లక్షకోట్ల డాలర్ల పొదుపు చర్యలను ప్రకటించింది. దీంతో బీమా పరిధిలోకి రానివారి సంఖ్య రానున్నరోజుల్లో మరింతగా పెరగనుంది.
అమెరికా అప్పు 14లక్షల కోట్ల డాలర్లు. చేస్తున్న ప్రతి వందడాలర్ల ఖర్చుకు 40 డాలర్లను అప్పుదెచ్చుకోకపోతే గడవటం లేదు. దీన్ని తగ్గించుకోకపోతే రానున్న రోజుల్లో సమస్యలు వస్తాయి. అప్పు తగ్గాలంటే సంక్షేమ చర్యలకు కోత తప్ప ధనికులపై భారం మోపటానికి అక్కడి పాలకవర్గం ససేమిరా అంటోంది. అక్కడి జనాభాలో పైన ఉన్న ఒకశాతం మంది నాల్గోవంతు దేశ సంపదను కలిగిఉన్నారు. కార్పొరేట్లపై గతంలో ఉన్న గరిష్టపన్ను 74శాతాన్ని గత మూడు దశాబ్దాల్లో 30శాతానికి తగ్గించారు. ఇప్పుడు దాన్ని 25శాతానికి తగ్గించాలని రిపబ్లికన్లు కోరుతున్నారు. ఫలితంగా దేశ ఆదాయంలో 30శాతంగా ఉండాల్సిన పన్ను వాటా ఇప్పుడు కేవలం 7శాతానికి పడిపోయింది. ప్రజల కొరకు, ప్రజల చేత, ప్రజలు రూపొందించిన రాజ్యాంగం అన్నమాదిరి అమెరిన్లలో ఒకశాతంగా ఉన్న ధనికులు, ఒకశాతంతో, ఒకశాతం ధనికుల కొరకు రూపొందించిన పన్నుల విధానం ప్రస్తుతం అమెరికాలో అమలు జరుగుతోందని ఒక పత్రిక శీర్షిక పెట్టింది. గత రెండు దశాబ్దాలుగా కనిపించని శత్రువు పేరుతో వందలాది బిలియన్‌ డాలర్లను ఆయుధాలకోసం అమెరికా తగలేస్తున్నదని స్టిగ్లిజ్‌ వంటి వారు చెబుతున్నారు. సామాజిక సంక్షేమానికి కోతల రద్దు, అప్పులు తీరాలంటే కార్పొరేట్లపై ఇప్పుడున్నదానిపై కేవలం మూడుశాతం పెంచితే చాలని అన్నారు.
ఒబామా సర్కార్‌ పేదల సంక్షేమానికి ఏడాదికి 38.5 బిలియన్‌ డాలర్ల ప్రత్యక్ష కోత పెట్టింది. అదే ప్రభుత్వం వారానికి రెండు బిలియన్‌ డాలర్ల చొప్పున ఆఫ్ఘనిస్తాన్‌ యుద్దానికి తగలేస్తోంది. ఇరాక్‌ ఖర్చు అదనం అని గమనించాలి. అందుకే పాలకవర్గం కమ్యూనిజం గురించి ఎంత వ్యతిరేకతను నూరిపోసినా తమ బతుకులు దిగజారటాన్ని ప్రత్యక్షంగా చూస్తున్న, కమ్యూనిస్టు చైనా నుంచి ప్రతి వస్తువును దిగుమతి చేసుకోవటాన్ని గమనించిన సాధారణ అమెరికన్లు క్రమంగా కమ్యూనిజంపై వ్యతిరేక భావాన్ని సడలించుకోక తప్పటం లేదు.

9th January - Protect Nationalised Insurance Day

On the night of January 19, 1956, the then Union Finance Minister, C.D. Deshmukh, announced the nationalisation of the life insurance business, and said that the nationalisation of life insurance was a step further towards the effective mobilisation of people's savings.


“ The Nationalisation of Life Insurance will be another mile stone on the road of Country has chosen in order to reach its goal of a socialistic pattern of society. In the implementation of the Second Five Year Plan, it is found to give material assistance.  In to the lives of millions in the rural areas, it will introduce a new sense of awareness of building for the future in the spirit of calm confidence which Insurance can alone give.  It is a measure conceived in a genuine spirit of service to the people.  It will be for the people to respond, confound the doubters and make it a resounding success”

LIC – a perfect jewel
    “ What an extraordinary and marvelous organization LIC is…like no other – a perfect jewel ! – These were the glowing tributes paid by Prof. Noel Machado while concluding his research paper on LIC.

      
Prof. Noel, a visiting Professor associated with Tata Institute of Social Sciences and other reputed institutions in not the first person to recognize the greatness of our institution. Nor, we are sure, he would be the last.  Even the former Union Finance Minister P.Chidambaram had to acknowledge that LIC is a jewel in the crown. But what distinguishes prof.Noel from others is his unhesitating acknowledgement that LIC today is a marvelous organization because of the unimaginable commitment and hard work of its employees.
 

       It is a matter of pride to all of us that today LIC has emerged as one of the premier financial institutions of the country. From 1956 till now, LIC has invested a whopping Rs.6,49,808 crores in nation building activities. While it contributed Rs. 184 crore to the 2nd Five Year Plan (1956-61), its contribution to 10th Five Year Plan (2002-2007) is Rs.3, 94,779 Crores and in the first two years of 11th Five Year Plan (2007-2009) up till now it has contributed Rs.2,18,510 Crores.  On its initial investment of Rs.5 crores in the year 1956 the Union Govt. has received Rs.1031 Crore as its share of the valuation surplus for the year ending 31st March 2010.  The total accretion to the Govt.’s kitty on this score alone adds up to Rs.8,957.40 Crore since inception. Even after one decade of opening up of the insurance sector, LIC remains the undisputed market leader holding on to a market share of 73.02 percent in number of policies and 70.12 percent in new business premium.  The LIC has also an impressive share of 87.4% in the total assets under management.  Insurance is a promise which needs to be fulfilled on the happening of eventuality. LIC settles 99.86% of the claims which is a world record. The track record of the private insurance companies on settlement of claims is abysmally low. The Compounded Annual Growth Rate (CAGR) of LIC during the last ten years has jumped to 30.24% from 15.23% since inception.   LIC’s total policies have risen from 10.12 Crores to 32 Crores.  LIC’s Life fund has grown from 1.54 lakh crore to 9.99 lakh crore.  LIC’s asset base has grown from 1.60 lac crore to 12 lakh crore by September 2010.   The new business premium which was Rs.5930 Crore in 2000 had reached Rs. 70891 Crore. Our Total Premium Income which was Rs.27489 Crore in 2000 has reached 1, 85,986 Crore. Thus, through this amazing performance, LIC has retained it’s domination over the market.   
     On the other hand, the performance of private insurance companies is far from satisfaction. Out of the 21 private insurance companies, 14 have reported operating losses and majority of them are yet to break even. More than 90% of the policies sold by private companies are ULIPs in which the risk is borne by the policy holder and the insurance companies earn their income through charges without undertaking any risk. The Economic Survey 2010 notes that in the infrastructure investment made by insurance companies as at the end of 2007-08, the public sector had a share of 94.3%.  During the period 2005-2009, the public sector invested Rs.51252.9 crore and the private sector Rs.5850.5 crore in infrastructure sector. During this period, the private sector had a market share of around 30-35% in the new premium incomes while their share of investments in infrastructure was just around 10 percent.  Commenting on this, the Economic Survey notes that “the private sector insurance companies are yet to make large scale investments in the infrastructure sector”.   


     The LIC continues its amazing domination with a market share of 72.01% in new premium and 73.45% in number of policies as on 30.11.2010.

      In this scenario and also in spite of the sterling performance of the Life Insurance Corporation of India, the government, under pressure from the international finance capital, is making attempts to weaken the public sector.  The two legislations that are pending in the parliament, the Insurance Laws (amendment) bill 2008 which seeks to increase the FDI cap in insurance from 26% to 49% and the LIC Act (amendment) Bill 2009 which seeks to increase the capital base of LIC from Rs. 5 Crores to 100 crores are steps to weaken public sector LIC.



      The insurance employees organized under the banner of AIIEA are committed to strengthen the public sector insurance industry and to the cause of 34 crore policyholders of LIC of India.  AIIEA demands the Government of India to drop the moves to increase the FDI cap in insurance industry and also to increase the capital base of LIC from 5 Crore to 100 Crore (which paves way for disinvestment of LIC).    AIIEA also demands the Government of India to take all the steps to further strengthen the Public Sector LIC.
